I have been on this search longer than I want to admit. No parts manual or wiring diagram tip-off.
87 Eagle model 15 , factory high driver , built to be a motor coach. I inherited a used aluminum flasher can # 550 HD with the
extra parts that came with my purchase 18 years ago.  This is what I have been looking for. The flasher has some tap marks on the top . Tells me that it has a base and room to swing a tool. I have searched behind , around dash, electrical panels, front bumper, steps. I can just wire in a new flasher. but, I would rather keep it original. Anybody been here before?

I don't know where they are on the 15, but here is mine on a model 10.  You would think they would be similar.  If your flashers still work, turn them on and you can hear it clicking.

I sent in some pictures of my Model 15 electrical panel for someone else that had a flasher problem on their 1993 Model 15 back in November 29, 2019. It was titled "Re: 1993 Eagle no blinkers". You can click on areas in the pictures to zoom in.

Thank you for the reply's. The flasher was not the small aluminum cylinder , but a 3" X 4" finned electronic devicel
located back of radiator close to the D-50 voltage regulator.
It's a good thing I don't do this for a living.

Wow, that sounds like a modification and not Eagle designed.  I can't recall ever seeing a flasher that was not located close to the switch source.

BTW, Eagle used a flasher with an external ground.  I replaced it with a very heavy duty truck flasher with just the two connections and not the ground wire.
